Newsletter of the rural network

Purpose of and legal grounds for the processing of personal data

The rural network’s newsletter is a communication channel for the network’s activities and the EU’s Common Agricultural Policy (CAP). The newsletter serves to provide information about the EU CAP, the opportunities it offers and its results for newsletter subscribers.

Legal grounds

The processing of personal data is based on consent given by each user.

Register data content

The register includes email addresses and user IDs of those who have subscribed to the newsletter.

Data will not be disclosed from the register to any external parties.

Transfer of data outside the EU or the EEA

Data will not be transferred from the register outside the EU or the EEA.

Retention period for personal data

The data collected in the register will only be retained for as long as and to the extent that is necessary in relation to the original or compatible purposes for which the personal data were collected. Personal data retained in the register will be erased when there no longer are legal grounds for their processing, unless the National Archives of Finland has ordered the data to be retained permanently. The retention periods are defined in the data management plan.

Principles of the protection of the register

The security of the register and the confidentiality, integrity and availability of personal data are ensured by appropriate technical and organisational means.

Rights of the data subject

The data subject’s right to access their data, right to rectification and erasure, as well as right to the restriction of processing are determined in accordance with Articles 15–22 of the EU General Data Protection Regulation (GDPR).

Right of access and to rectification

Requests to access data must be presented using a document signed by the data subject. Requests to access data cannot be made by telephone. The data subject can also make requests to access data under the GDPR in person in the controller’s location. In this case, the data subject must be prepared to prove their identity, as the controller can only give access to data to the relevant data subject. When access to data is requested, the data subject must provide the information required to find and supply the data. Such information includes the name, address and, where necessary, the personal identity code of the data subject, the subject matter to which the requested data is related, and whether access is requested to all the data or data from a specific period.

The form for making a request to access data is available at www.ruokavirasto.fi. 

Detailed requests to access data or have data rectified must be submitted to the controller (kirjaamo(at)ruokavirasto.fi) or to the Data Protection Officer (tietosuojavastaava(at)ruokavirasto.fi). The Finnish Food Authority’s security message service (https://www.ruokavirasto.fi/en/about-us/contact/security-message-service/) should be used to send the form securely.

Right to the restriction of processing

The data subject has the right to request the controller to restrict processing if the accuracy of the personal data is contested by the data subject; processing is unlawful and the data subject opposes the erasure of the personal data and requests the restriction of their use instead; or the controller no longer needs the personal data for the purposes of processing, but they are required by the data subject for the establishment, exercise or defence of legal claims.  

Right to withdraw consent

The data subject has the right to cancel the delivery of the newsletter to the email address they provided when subscribing to the newsletter using the unsubscribe function.

Right to lodge a complaint with the supervisory authority

The data subject has the right to lodge a complaint with the supervisory authority if the data subject considers that the processing of their personal data is in violation of the applicable data protection regulations. The supervisory authority is the Office of the Data Protection Ombudsman, whose contact details are available at www.tietosuoja.fi/en/.

The rural network’s training and events, registrations

Purpose of and legal grounds for the processing of personal data

The rural network holds training and events to promote networking and improve the quality of activities and the effectiveness of the programme. The rural network unit coordinates the rural network’s activities and holds primary responsibility for the provision of training and events.

The processing of personal data is based on consent given by each user.

Register data content

The register includes the name, organisation and email address of registered individuals, as well as information about their special diets and other special needs. The date of birth and the number of the travel document may also be requested in conjunction with registrations to events held outside Finland.

Disclosure of data to foreign authorities and international bodies

Non-disclosure regulations notwithstanding, data in the information system of the rural business administration can be disclosed to the European Commission, the European Court of Auditors, the European Anti-Fraud Office (OLAF) and other bodies of the European Community, payment agencies of the EU Member States, inspection bodies authorised by the Member States, as well as the authorities referred to in international treaties, for the fulfilment of obligations resulting from national or EC law, or

international treaties binding on Finland. Data may also be disclosed via a technical connection or otherwise in electronic format.

Data will be disclosed at request as laid down in the Act on the Openness of Government Activities (621/1999) if the requested document has been made public. Non-public documents will be disclosed at discretion.
